Do all the cemeteries require you to take a tour, or are they open to the general public?

As of March 1, 2015, the Archdiocese of New Orleans requires that all tourists are required to enter St. Louis Cemetery No. 1 with a licensed tour guide. All other cemeteries in the city are open to the general public.

I arrived at Lafayette Cemetery No. 1 and the gates were closed and locked, even though the cemetery says it is open. What’s going on?
